Notice & Conditions of Race
The National Hospice Regatta Championship will be hosted by the National
Hospice Regatta Alliance at Annapolis, Maryland, on April 12-14, 2002.
The championship will
be sailed in loaned J/105s, with teams rotated among boats each of the
three days, determined by draw at the mandatory skippers meeting. Prior to that meeting,
a professional rigger will have inspected and tuned the boats to J/105
class standards. The National Hospice
Regatta Alliance will coordinate maintenance of the yachts throughout
the regatta.
1.0 TITLE / DATES The National Hospice
Regatta Championship will be held April 12-14, 2002. A mandatory skippers
meeting and optional practice race(s) will take place on Friday, April
12. Racing will begin Saturday,
April 13, and conclude on Sunday, April 14. Multiple races per
day will be attempted. No starting signal
for a race will be made after 1400 on Sunday, April 14.
2.0 RULES The regatta will be
governed by the 2001-2004 Racing Rules of Sailing (RRS), the Offshore
Racing Council (ORC) Special Regulations for Category 4, this Notice and
Conditions of Race, the Sailing Instructions, and the J/105 Class Rules
except as any of these are altered by the Sailing Instructions. Competition in the
regatta is open to qualified crews that contain no more the one (1) Group
3 Professional Competitor as defined in RRS Appendix P,
as prescribed by USSA. A Group 3 Professional Competitor may not steer
during any race. The National Hospice
Regatta Championship shall be classified as a Category A event, as per
RRS Appendix 1. All yachts shall conform
to the J/105 Class Safety Rules.
3.0 VENUES The regatta will be
sailed in the Chesapeake Bay in the vicinity of Annapolis, Maryland.
4.0 MANAGEMENT The term "Skipper"
as used in the Notice of Race and Sailing Instructions shall mean the
person who is designated on the entry form as the "Skipper"
and who is the person in charge of the team's assigned yacht throughout
the regatta.
5.0 ELIGIBILITY and ENTRY One racing skipper
who has excelled in the 17 regional hospice regattas held during 2001
is nominated by their regatta organizers and invited by the National Hospice
Regatta Alliance to contend for the 2002 National Hospice Regatta Championship. Skippers must be members
of their national authority. Entries must be received
on or before March 15, 2002. A completed entry form (attached) must be
received by mail, addressed to the National Hospice Regatta Championship,
c/o Linda Ambrose, 1106 Van Buren Street, Annapolis MD 21403. Entries will be acknowledged
by email, fax and/or mail when the entry has been processed and accepted. The entries of all
yachts entered will be posted on the Official Notice Board located at
race headquarters before 1800 on April 11, 2002.
6.0 CREW REQUIREMENTS Skippers may race with
up to four additional crew of their choice. The boat owner or an
owners representative will be added to each crew. Up until Friday, March
15, skippers may ask the race organizer to recruit additional crew from
the local area. After that date, the organizer will attempt to recruit
other additional crew if needed.
7.0 SKIPPERS MEETING
There will be a mandatory skippers meeting at race headquarters on Friday,
April 12, beginning at 0930. All Skippers are required to be present.
8.0 COURSES
The courses will be windward / leeward courses.
9.0 SCORING The Low Point Scoring
System as described in RRS Appendix A will apply and each boats
series score will be the total of all her individual race scores. There
will be no throw out races; this alters RRS A 2. Ties will be broken
according to RRS A 8. Five (5) races are
scheduled of which two (2) must be completed to constitute a regatta.
10.0 ENTRY FEES There are no entry
fees for the competitors. Prior to the skippers
meeting, skippers are required to provide a refundable deposit equal to
the Alliance's insurance deductible. The deductible is the skipper's maximum
financial responsibility for liability covered by the organizer's insurance;
the full amount or balance will be returned to the skipper following resolution
of any claims made.
11.0 SAILING INSTRUCTIONS Sailing Instructions
will be available by March 29, 2002 and posted at the Alliance web site
www.hospiceregattas.org. Sailing Instructions
will also be available by email and at race headquarters at 0900 on Friday,
April 12.
