Notice of Race
2003 National Hospice Regatta Championship

The National Hospice Regatta Alliance is the organizing authority for this regatta.

1. Rules:
This regatta shall be governed by the International Sailing Federation Racing Rules of Sailing (2001 - 2004) as adopted by U.S. Sailing (RRS/US), by this Notice of Race, by the Sailing Instructions and by the J/105 Class Rules except as they are modified by this Notice of Race and by the Sailing Instructions. The regatta is classified as a Category A event in accordance with Appendix 1 - ISAF Advertising Code of the RRS.

2. Eligibility: Entries will be accepted from racing skippers who have excelled in their local Hospice Regatta in 2002 and who have been invited by the National Hospice Regatta Alliance to compete in the 4th Annual National Hospice Regatta Championship. Each skipper must be a member of US Sailing. Membership to the J/105 class association is not required.

3. Entries: Entries shall be submitted on the official Regatta entry form by March 15, 2003. Late entries may be accepted solely at the discretion of Organizing Authority. Completed entry forms shall be mailed to: Linda Ambrose, Event Coordinator, 1106 Van Buren Street, Annapolis, MD 21403. Or email to: lbba@mindspring.com. Entry includes 5 social passes. Additional social passes can be purchased for $25 per person, per night (Friday and Saturday).

4. Security Deposit: The National Hospice Regatta Alliance has obtained borrowed boat insurance for each boat. Each skipper is responsible for a $1000 damage deductible. Damage security deposits in the amount of $1000 must be paid in the form of a personal check or credit card, at registration, prior to any boat assignments. Unused damage security deposits will be refunded immediately following the regatta to any skippers clear of outstanding protest hearings.

5. Race Headquarters:
Race Headquarters will be at Mears Marina, 519 Chester Avenue, Annapolis, MD.

6. Registration: A representative of each boat must report to the Mears Marina, Friday, April 11, between 0800 and 0930. Crew list and waiver of liability forms must be submitted at registration. No boat may compete without a completed waiver form. In the event of crew substitution during the regatta, the new crew member must submit a signed wavier of liability to the Race Committee prior to racing for that boat's entry to remain valid.

7. Sailing Instructions:
Sailing instructions will be available at registration. Amendments to the Sailing Instructions will be posted on the Official Notice Board at Race Headquarters. It is the responsibility of each competitor to check the Official Notice Board for any amendments or other notices.

8. Courses: Windward-leeward drop-mark courses will be sailed on Chesapeake Bay near Annapolis. Offset marks and leeward gates may be used.

0800 - 0930 Registration at Mears Marina
1000 Competitors' Meeting
1200 - 1600 Practice Races (optional)
1800 - 2000 Informal party at Mears Marina

Saturday, April 12
1000 Rendezvous near Severn River R "2"
1045 Warning signal for Race 1
followed by Races 2 and 3
1800 - 2000 Championship Reception

Sunday, April 13
1000 Rendezvous near Severn River R "2"
1045 Warning signal for Race 4
followed by Race 5
1530 Championship Awards Presentations at Mears Marina

10. Schedule of races: Five races are scheduled with no more than three races to be sailed each day. The warning signal for the first race each day will be sounded at 1045. No race will start later than 1300 on Sunday, April 13. One race will constitute a series.

11. Boat Assignments: Boat assignments for each day will be determined by a drawing at the Friday, April 11, competitors' meeting. The boat drawn on Friday will be the practice boat for Friday. The boat listed next in sequence will be the Saturday boat and the next boat in sequence will be the Sunday boat.

12. Crew Limitations: The regatta is open to qualified crews that contain no more than one group 3, Professional Competitor, as defined in appendix P of the RRS/US. A group 3 competitor may not steer during a race. The crew number limit is 6, including the boat owner or owner's representative. There will be no crew weight limit. The boat owner or owner's representative may not steer or trim a sheet during a race.

13. Scoring: The Low-Point Scoring System of Appendix A will apply except that there will be no throw-out race.

14. Prizes: Daily and series prizes will be awarded
